Web Admin is mostly designed to be used from a Master server. However, this is not evident by the UI. In a ThinLinc cluster, when using Web Admin from one of the agents it still shows submenus like “Licenses”, “Load”, “Sessions”, “Subclusters”, and “Master”. Furthermore, when trying to access any of the Status-pages, it shows two confusing errors: > Connection error and > Cannot connect to master: 111

I guess the Locations -> Locations and Locations -> Terminals submenus might also mostly be relevant to the Master. In a cluster situation, you'd have to set up some sort of printer sync across the servers.
One theoretical way users might end up in tlwebadm on an agent is by clicking the application shortcut we add on each agent.
