tlwebadm large value last updated

Restarting the services and quickly requesting load details, either in tlwebadm or through tlctl, may sometimes yield a 'last updated' value that is way off, in the orders of 50 000 seconds -- see attachments.

Observed in build #3225 on Fedora38.

Display of this value was removed for tlwebadm in bug 8542 and for tlctl in bug 8543. This was done in the process of simplifying the load balancer in bug 4429.
