We are inconsistent in the way we capitalize titles, headings, and labels in Web Admin. This gives an unpolished feeling.

The menu uses header-case, for example:

 * System Health
 * Introduction Texts
 * Profile List
 * Desktop Customizer
 * Application Groups
 * Menu Structure

The page titles are inconsistent, for example:

 * System Health Check
 * Profile settings
 * Locations and Terminals

Labels/subheadings are also inconsistent, for example:

 * Last day
 * Number of users
 * Service Status
 * Sessions per user
 * Allowed Groups
 * Extra Arguments to X Server
 * Use for Unknown Terminals

As part of bug 5114 we have decided that we want to use sentence case.
