Currently, cenbuild uses nasm 2.08.02, which is fairly old. The latest version is 2.14; see https://nasm.us/doc/nasmdocc.html

It makes sense to upgrade nasm when upgrading libjpeg-turbo, since testing can be shared.

Upgrade done. Only used by libjpeg, so testing will be done on bug 7290.
