(continuation of bug 6994)

There are two places where the string "ThinLinc Client" isn't translated when running on Windows:

 - Right-clicking the icon in the task bar
 - In the task manager

It looks like we need to make sure we have translations in our .def files.

Also note that this work needs to be done for both tlclient and vncviewer as different binaries are relevant depending on if the user is connected or not.
