The Status > Licenses page in tlwebadm doesn't gracefully handle that the vsmserver is unreachable.

Instead of printing something like "No data available" like other pages, it gives back a broken layout.

This was introduced in bug 8579 and is a regression, since before at least the license graphs still worked even without the vsmserver service.
