Seen for gnome-clocks and gnome-software on Fedora42 and RHEL10 using 4.18.0 server and client.

Using strace, it appears the process has some lingering polling operations.

There is no way to properly close the session from the end-user's point of view, in particular if there is only one profile available and no introduction text set to be displayed.

Closing other time-associated single-apps that one would imagine display the same issue, such as gnome-weather and gnome-calendar, results in a terminated session as intended.
