If an administrator chooses not to provide a password for tlwebadm during tl-setup (or missing that step by just hitting enter), no information is given what the outcome of the tlwebadmin.service will be.

tl-setup will happily continue if one does not provide a password. Perhaps we could inform the administrator that the service cannot be started, or force them to set a password?

Notice that we do log the reason for the service not being able to start properly:
> 2024-02-23 11:25:16 ERROR tlwebadm[144538]: No password configured. Exiting.
