The license graphs seem to use the lowest value, rounded downwards a bit, as the bottom. That means the bottom of the graph might not be 0, which is very confusing.

I saw this when I installed crond (see bug 8104) after I already had 15 sessions. At that point, the bottom of the graph is 10.
