When adding new configuration through Web Admin, it will always be appended to the bottom of the configuration file.

This can be a problem if administrators use a mix of Web Admin and configuration file editing. A clear example is when adding a new subcluster though Web Admin. The new subcluster will not be anywhere close to the "Default" subcluster that we included from the start. This means it is easy to miss one or the other when looking in the vsmserver.hconf configuration file afterward.

This issue is probably not limited to Web Admin, new configuration added through tl-config would likely exhibit the same problem.
