Zoomed in / larger license plots are currently shown as a centered image on a black background. Since we now have the ability to show content in pop-ups in front of the page in tlwebadm, we should also use this to show our license usage plots.
The core issue is that we lose a lot of styling when zooming the license plots making them look ugly, and they fail to follow our graphical guidelines properly. There is also a slight functional problem here in that the user also loses any navigation options and has to use the browser's back button.
