Master server going to be an agent.
If you have a master that will go to be an agent, tl-setup doesn't stop the master server. 
The more common use case still work when you only want an agent from the beginning.(when no service is running before the tl-setup)

The main problem with this bug is that it can lead to confusion. This is worsened by bug 7464.
