When changing or viewing a configuration parameter using tl-config the admin needs to use the TAG to understand how the parameters work.

It would be useful if tl-config itself could print some info about the parameters. An explanation of the parameter and required syntax would be useful.

We both have info to get from the TAG, but also from the comments in the .hconf files themselves.

One loose idea could be to allow tl-config to print any comment for the specified parameter.

We should remember that the admin can choose to modify, remove or add their own comments to the .hconf files. And all our parameters don't have comments.
