In its current state epydoc is neither used nor functional. It was previously used to generate API documentation for vsm. 

Since it is not currently functional, used, nor maintained (the latest release was in 2008) we should remove it.

All remnants of epydoc have now been removed. A bootstrapping of the build system along with Jenkins builds of the client and server have been performed without any issues. Marking as resolved.

Can confirm that the relevant cenbuild packages have been pushed to the repo and can be installed without any issues on Fedora 33. I also do not get any hits when grep:ing for epydoc in cenbuild and ctc.
