Cups allows for printer names contain non-ASCII. But if you configure such printer to be the nearest for a location it will not work.

I get this in the cups log when printing to nearest:
> Jun 23 14:56:31 fedora cupsd[722]: [Job 1] Bad device-uri \"ipp://127.0.0.1:631/printers/åäö?waitjob=off+waitprinter=off\".

If I print directly to printer 'åäö' it works fine. We should probably URL-encode the printer name?

To clarify, I can reproduce this both on old and new servers. Tested both tl-4.11.0 and tl-4.13.0rc2 and they have the same issue. Tested on RHEL 8. 

Since this is not a new issue and we haven't heard of the problem in reality I put this on LowPrio for now.
