We now assume a systemd system so we should not call legacy commands like "service". However we still do so when reloading the apparmor configuration from tl-setup

This was overlooked on bug 4290.

Switched to systemctl just like everywhere else.

Works fine, tested build 2082 on Ubuntu 20.04
