The setting /vsmserver/admin_email is documented as having a single email address (and tl-setup also assumes this). However some admins might want to send this to multiple people and don't want the hassle of setting up an alias somewhere. (Note that a comma separated list might work in practice right now as we just give this field to sendmail, and it does accept multiple addresses in most cases)
