If you use the touch panning feature in Web Access (to scroll in a large session), you'll also get a click at the point you started panning. This is most likely not what the user intended to do.

Upstream has fixed this issue here:

Windows 10 touch devices on Firefox 69.0 is completely broken. It will not detect that you have a touch screen. Therefore, features like virtual keyboard won't work. The previous version that worked was 66.0. This will remain until Mozilla releases a bug fix for this problem.

Tried to test on Lamina (windows 10) Chrome and Firefox,but panning does not work due to bug 7385.

Not tested on IE or Edge because lacking touch support. (Bug 7398)

Also tested in Safari on iOS and works there.
