When addressing #5232 about lintian errors for Ubuntu 16.04 it was discovered that lintian currently prohibits placing files in /etc/opt (lintian tag dir-or-file-in-etc-opt) and that this error is not overrideable.

This is in contrast to policies referenced in the original bug and a bug has been filed on aptdaemon : https://bugs.launchpad.net/aptdaemon/+bug/1613715

If aptdaemon decides to fix this files config files should be moved back to /etc/opt.

This apparently breaks ThinLinc on Fedora Atomic as /opt goes read-only.
