Applying TLDC will replace the system menus for users with the new custom menus defined by the administrator.

For the case where the administrator wants to simply add a custom application to the menu for some users but still rely on the standard system menus, TLDC should be able to extend the system menus with new custom menus and applications.

I'm guessing this needs to be a system-wide setting, so you either get the append or replace(current) modes of operation from TLDC, but if it could be configured per application group, it would be great.
