This is the server variant of bug 3995. The problem is likely less severe with the server packages, since these are typically installed using our own frontend, running dpkig, rather than some other GUI package installer.

The consequence of this is that failing these tests can result in warnings to the user, giving a bad impression. E.g. Ubuntu's graphical tool will say that the package has "bad quality".

We don't have any user noticeable effects of this right now, so this is about future proofing, or seeing if there are some relevant complaints in the lintian output.

As such it is relevant for both the client and server.
