Since bug 3780 we no longer use ~/.thinlinc on the server. We still create it though, which is wasteful.

Solved by r28292 (split time spent between this bug and bug 4531).

Additional cleanup of prepare_fs committed as r28293.

Reviewed code, and tested using build 4298. Works as expected.
