It is primarily used by the WM to give good focus behaviour and not let background applications steal it. It is more or less expected that applications should implement this protocol, so to avoid issues we should fix it in FLTK.

Without support for this mechanism, we might have a problem with application windows popping up and stealing focus, which means that a password could go into the wrong window.
