TLCOS is currently based on Fedora 8, which is old. We've had requests from customers for functionality such as 3G support, and also there are known bugs in anaconda (see the end of issue 12385; not sure if this affects any other languages too).

TLCOS was deprecated in 4.1.0 and has now been removed.
