On macOS, when running a session via Web Access, you can get the session's keyboard state out of sync with the local keyboard state.

This happens if you e.g. hold "cmd+shift+4" to take a screenshot.

After doing this, the session behaves as if modifier keys are held down, even if they are not.

This is a break-out bug from bug 4971, which only regarded tlclient.
