We've had some issues with people getting the product partially installed or upgraded. This always tends to break things, so we should add a check in tl-setup to warn users.

Note: This should just be a warning. There might be cases where we tell customers to run odd combinations of packages as a workaround.

This is no longer an issue as we merged all packages in bug 4885.
